The levees held but overflowed, triggering flood evacuation sirens. As 12,000 people attempted to flee, countless roads sat underwater. So did 3,000 homes and entire neighborhoods. Hundreds of people took to makeshift shelters at a university and Minot Air Force Base. Burlington, a town of 1,000 that was founded in 1883, lost nearly half of its infrastructure. “Weʼre no longer able to save the city,” Burlingtonʼs mayor told CBS news. The record flooding of 1969 had been broken.
