Twenty inches of rain pummeled the town of Sherando. Winds as high as 107 mph snapped 6,000 power poles, darkening the homes of 1.8 million people. A floodgate at the Midtown Tunnel connecting Portsmouth and Norfolk washed out just as workers raced to close it. They barely escaped. Forty minutes later it was completely waterchoked. It stayed closed for a month.
