Overview

The Community Preparedness Webinar Series, hosted by FEMA’s Citizen Corps Program, provides up-to-date information on community preparedness topics and resources available to emergency managers, community organizations, and the general public. Citizen Corps is FEMA's grassroots strategy to bring together government and community leaders to involve citizens in all-hazards emergency preparedness and resilience.

Collaborative Planning: Engagement of the Whole Community will provide an introduction to emergency planning, including an update on the changes to FEMA’s Comprehensive Planning Guide (CPG) 101 v.2.0 - the planning guidance for state, territorial, tribal, and local planners.  Key to emergency planning is the involvement of the entire community in both the planning process and implementation of the plan.  Webinar participants will gain an increased understanding of the CPG 101 standardized planning process and how to engage the necessary individuals and groups as part of the planning team.

Presenter's biography

Donald "Doc" Lumpkins currently serves as Branch Chief for National Planning Coordination and Assistance, National Preparedness Directorate (NPD), Federal Emergency Management Agency.  In this position he oversees the development of national planning doctrine, catastrophic preparedness planning initiatives and tailored technical assistance programs to support prevention, protection, response, and recovery missions. Mr. Lumpkins responsibilities include supporting state, local, tribal, and territory planning activities, establishing catastrophic priorities and programs, and managing and developing technical assistance programs to support a variety of preparedness initiatives. Mr. Lumpkins is the lead author / editor for Comprehensive Preparedness Guide 101, which provides planning guidance for the development and maintenance of emergency operations plans.

Prior to joining the Federal government, Mr. Lumpkins served as Assistant Director for Domestic Preparedness at the Maryland Emergency Management Agency where he led the development and implementation of the State’s consequence management policy for weapons of mass destruction and cyber-terrorism incidents. Mr. Lumpkins served as a liaison with law enforcement during the 9/11 terrorist attacks and has provided operational and ESF #5 leadership during a number of natural disasters and HAZMAT events, as well as the 2001 Anthrax attacks. As Assistant Director, Mr. Lumpkins also worked closely with the Maryland General Assembly to address homeland security and emergency management priorities, as well as supported and participated in media interviews and public outreach during major events and disasters.

Mr. Lumpkins earned his Bachelor of Science in International Affairs from the Georgia Institute of Technology and his Juris Doctor from the University of Baltimore in Baltimore, Maryland.

The Community Preparedness Webinar Series is conducted via DHS's HSIN Connect system. You do not need to register in advance, nor do you need a HSIN account in order to view our webinars. Audio for this webinar will be broadcast within HSIN Connect; there will not be a concurrent, phone-based teleconference. Questions and answers will be moderated via text-based chat inside the webinar. In order to ensure that your computer is capable of viewing our webinars and webcasts, we highly recommend that you read the below documents and perform the compatibility test prior to the start of the event.
